WASHINGTON, D.C. — Senate Majority Leader John Thune is facing a burgeoning rebellion within his own party as conservative lawmakers and grassroots activists demand his removal following the effective death of the SAVE America Act on the Senate floor.

The legislation, a cornerstone of the GOP’s election integrity platform, would require proof of U.S. citizenship to register to vote and a photo ID for all federal elections. Despite passing the House months ago with significant fanfare and the vocal backing of President Donald Trump, the bill has hit a legislative wall in the Senate.

The Filibuster Flashpoint

The primary catalyst for the current outcry is Thune’s refusal to “nuke” the 60-vote filibuster threshold to force the bill through.   • Recess Appointments: Thune utilized pro forma sessions during Senate recesses to prevent President Trump from making temporary appointments. Consequently, Trump became the first president in history to have zero recess appointments while his own party controlled the Senate.

  • The DHS Standoff: Thune was heavily criticized during the 60-day partial shutdown of the Department of Homeland Security earlier this year. The Senate initially passed a funding bill that excluded ICE and CBP, a move House Republicans rejected as a surrender on border security.

  • The 60-Vote Shield: Thune has repeatedly defended the filibuster, citing “unintended consequences” if the rules were changed, even as the SAVE Act remains stalled.

Growing Calls for New Leadership

The tension has reached a boiling point, with several members of Congress reportedly discussing a change in Senate leadership. The argument from the right is simple: if the GOP holds the majority, it must use every available tool—including budget reconciliation and rule changes—to deliver on campaign promises.

As of early April, Thune and House Speaker Mike Johnson have attempted to pivot toward regular appropriations to fund border agencies, but for many in the MAGA movement, the abandonment of the SAVE Act is a bridge too far.
