Rosie O’Donnell’s Daughter Chelsea Arrested for 3rd Time in Months

Rosie O’Donnell’s troubled daughter, Chelsea O’Donnell, was arrested for the third time in a matter of weeks and only days after being released from jail — after once again being caught with meth, In Touch can exclusively report.

According to court documents obtained by In Touch, Chelsea, 27, was charged with felony possession of methamphetamine, misdemeanor resisting an officer and misdemeanor possession of drug paraphernalia over a November 18 arrest.

Chelsea was also hit with a felony charge for possession of Hydrocodone, a misdemeanor charge for possessing Lamotrigine and two felonies for not following the terms of her bond in her two other pending criminal cases. The prosecutors also charged Chelsea with a felony charge of possession of methamphetamine within 1000 feet of the jail.

According to a police report, Chelsea was a passenger in a car pulled over by an officer from the Niagara Police Department due to the exhaust being too loud. The officer said the driver of the car was a man named Justin.

Chelsea and another woman named Hannah were in the back seat of the car. There was also a young male child in the vehicle.

The report read, “While Chelsea told me her name and date of birth, I noticed pick marks on her face. Based on my training and experience, I know pick marks to be consistent with heavy drug use. I returned back to my squad to relay the occupant’s information to Marinette County Dispatch. I also requested the Florence K9. I entered Chelsea’s information into Wisconsin Court System case search and saw that she was currently out on bond for drug cases out of Marinette and Oconto County.”

The officer had a K9 sniff the car which ended with a positive indication from the dog. The police told the Chelsea and the two other people to exit the car. The officer did a search of Chelsea, where they found a “clear smoking device” in her bra. Chelsea was placed under arrest.

The report stated, “Chelsea became argumentative and did not want to place her hands behind her back. At this time, I went over to assist. I grabbed Chelsea’s left arm and felt that her arm was tensed up. Based on my training and experience, I know this to be resistive tension. Officer Carne was then able to secure handcuffs on Chelsea. Chelsea was escorted and secured in the back of the squad car. The clear smoking device was placed into an evidence bag and secured in the back of the squad.”

The report said the smoking device had meth residue on it.

Another officer said that during questioning, “Chelsea admitted to using meth earlier in the day. Chelsea stated she is working on getting clean and was starting IOP (Intensive Outpatient Program) next week.”

The officer said, “Chelsea continued to ask me if she could be released and she was planning to stop using. I asked Chelsea what she intended to do with the meth pipe, and she stated she would ditch it somewhere before she went into the program. I asked Chelsea if she currently had any meth or other items on her person due to the fact she concealed a meth pipe. Chelsea stated no. I advised Chelsea that if she brought anything in the jail she would be facing more charges. She stated she knew, and she did not have anything.”

Officers conducted a search of the car. They said they found Naloxone in the trunk, which “drug users typically carry … to reverse the effects of a known or suspected opiate overdose.”

Chelsea was taken to the local jail. During a strip search, jail staff found a prescription pill bottle that was located in Chelsea’s vagina. The pill bottle contained meth, Hydrocodone, Alprazolam and Lamotrigine pills.

Chelsea appeared in court via Zoom, from jail, on Monday, November 25.

The court set bail at $7,500 and ordered her to not possess drugs or drink. The judge also ordered Chelsea to not have “contact with known drug users or sellers.”

As In Touch first reported, Chelsea was first arrested on September 10 for possession of meth, child neglect and various other charges. Officers said they were called out to Chelsea’s home.

They said they found a meth pipe with residue – along with meth and pills — on Chelsea. Officer said they found a marijuana pipe on Chelsea’s boyfriend, Jacob Nelund. Officers said they found Chelsea and Jacob’s 11-month son, Atlas, in a home filled with drugs and garbage.

One officer described the scene as horrific.

He wrote, “The inside of the home was disgusting; throughout the house I saw rotten food, dirty moldy dishes, milk that stunk so bad it almost made me puke, dirty diapers, used female hygiene products, unclean underwear with feces and blood stains and used razor blades on the floor.”

Chelsea was released on bond. She plead not guilty to the charges.

A couple of weeks later, on October 11, Chelsea was arrested for possession of meth and pills after being pulled over for a traffic stop.

On November 12, the judge ordered Chelsea to be released on bond after she spent a month behind bars. He ordered her not to use drugs or drink alcohol. Chelsea was then arrested again days later. Rosie, 62, spoke out about the sad situation. “Sadly, this is not new for our family – Chelsea has struggled with drug addiction for a decade – we are all hopeful she will find her way out of this deadly disease,” the O’Donnell family said in a statement to In Touch.

Rosie and her ex-wife Kelli Carpenter adopted Chelsea as a baby. Chelsea has four children. Chelsea and her ex, Jacob Bourassa, share three children: Skylar Rose, Riley and Avery Lynn. Chelsea then had Atlas in October 2023 with her current boyfriend Jacob Nelund .

As In Touch first reported, Jacob Bourassa rushed to court after Chelsea’s first arrest. He asked that she not be allowed to have unsupervised visitation.

The exes reached a deal last week to allow Chelsea visits with her three children at least once a week with Jacob’s mom present.
