Salman Ahmed Elmi, recipient of the Minnesota Department of Human Services’ “Outstanding Refugee Award,” has been charged for allegedly defrauding Medicaid of more than $1 million.

Salman Ahmed Elmi, 2021 recipient of the Minnesota Department of Human Services’ “Outstanding Refugee Award,” has been charged with eight felonies for allegedly defrauding Medicaid of more than $1 million.

According to charges filed by the Minnesota Attorney General’s Office, Elmi operated Reva Health, which submitted false claims for adult mental health services using illegal kickbacks, fake documentation, and unauthorized client information. Court documents link Reva Health co-conspirators to a separate Hennepin County sex-trafficking investigation, where victim identities were allegedly funneled into Medicaid billing. Elmi was released after surrendering his passport while awaiting further court proceedings.
