25 Percent of Non-American Citizens in Single Town Illegally Voted in at Least One Federal Election

According to a revelation out of one Maryland community, a substantial share of non-citizens allowed to vote locally also cast ballots for other races.
According to the American Center for Law and Justice, roughly one quarter of the non-citizens that Cheverly, Maryland, allows to vote in local elections have voted in at least one federal election.
“This is either evidence of massive voter fraud where non-citizens are voting in yet another state or gross incompetence on the part of voter registry officials,” the ACLJ wrote.
In November 2020, the community allowed non-citizens to vote in local contests and created a separate registry of voters. Non-citizens were told they are not allowed to vote in federal elections.
The American Accountability Foundation filed a Freedom of Information request in October 2025 for the records of the registry, but they were not made public for almost a year, and even then it took a lawsuit from the ACLJ to reveal what the town wanted to hide.
After matching the 98 names against voting records, the ACLJ found “at least 25% of the names (including matching addresses) voted in what are listed as federal and statewide elections between 2020 and 2024.”
Some non-citizens cast ballots in 2016, the ACLJ noted, while at least one voted in a 2026 primary and was an early voter in this year’s general election.
“Every time a noncitizen or other ineligible voter casts a ballot, it effectively cancels out the vote of a lawful voter. The lawlessness cannot go unchecked,” the ACLJ wrote, noting it was referring the case to the Department of Justice.
The group also had a warning: “Cheverly is not unique. A growing number of American cities and towns have adopted similar schemes, creating local registration paths for noncitizens to vote in town or city elections. This is a system intended to invite fraud and abuse.”
The revelation came days after federal prosecutors in Washington state announced Monday that investigators identified more than 400 non-citizens registered to vote who cast ballots in multiple elections.
Acting U.S. Attorney for the Western District of Washington Neil Floyd and First Assistant U.S. Attorney Pete Serrano for the Eastern District said the group, many of them lawful permanent residents, cast roughly 1,500 ballots over the years.
In September, the Department of Justice filed charges against 16 individuals, including several illegal aliens, who allegedly cast ballots in federal elections.
The enforcement effort comes as the Trump administration seeks to deter illegal voting activity in the 2026 midterm elections, especially from illegal aliens.
Roughly half of the 16 defendants were residing in Texas and were charged with crimes such as “false statement of citizenship in order to register to vote” and “voting by an alien in a federal election,” according to a Department of Justice news release.
In July, President Donald Trump announced that the Department of Homeland Security had identified at least 278,000 non-U.S. citizens who were illegally registered to vote in federal elections.
